The mechanism
Not a vote. A question they must answer.
A substantive comment is not a vote to be tallied. It is a question the agency is legally obligated to answer — and once answered, that answer binds them. Your grounded comment converts into a commitment the agency must live with for the rest of the decision, and into any litigation that follows.
You are not shouting into a void — you’re adding a fixed point to a record the agency can’t later contradict without explaining itself.
Your part
Being the expert is their job. Your voice is the part no one else can supply.
It’s not your job to be an expert — that’s the agency’s. Your job is to raise a real, grounded concern; then they must do the work of addressing it, including explaining why you’re wrong, if you are. This platform supplies the grounding — the science, the statute, the specific thing in your project area — so your question clears the bar that compels a response. What it can’t supply is your voice: your creek, your season, your reason for being out there, your stake. That part is yours, and it’s the part that makes the comment land.
One voice, not a copy
Ten thousand form letters compel one reply. Ten thousand real ones compel ten thousand.
Identical form letters compel a single bulk response. Distinct, grounded, statute-hooked comments compel discrete obligations — one per comment — or force the agency to justify, on the record, why it can answer a cluster together. A comment in your own words, grounded in your own place, is an obligation that can’t be deduplicated away.
The inversion
You don’t have to win. You have to ask.
You don’t have to win the argument. You have to ask a question the agency can’t dismiss — and in answering it, the agency does the work, commits to a standard, and narrows what it can lawfully do. That’s real power, exercised by an ordinary person with no lawyer and no science degree.
“Your comment matters” is not encouragement. It’s a description of the mechanism.
